Today, I try this issue with the latest iPadOS 16 version 16.7.3 RC. I was not able to reproduce the problem after exiting the background operation state several times.
as I know, the iPad 5th and iPad Pro (1th) can upgrade to this version which devices that is restricted from updating to iOS17.1+.
